The Clarity Act Crosses a Decisive Threshold: Trump Reportedly Accepts the Ethics Clause, Bitcoin Jumps to $66,000

The Clarity Act, the U.S. bill designed to establish the first comprehensive regulatory framework for cryptocurrencies in the United States, has just crossed a decisive threshold. According to information reported this July 21, 2026, President Donald Trump has reportedly accepted a crucial ethics clause that had been blocking the bill’s progress in the Senate. This news propelled Bitcoin above $66,000, its highest level in a month.

The Agreement That Unlocks Everything

The information was revealed by Eleanor Terrett, a journalist specializing in crypto regulation coverage. According to her sources, President Trump gave his consent to an ethics provision that constituted the last major obstacle to the adoption of the Clarity Act. The specific language of this provision has already been shared with a group of Republican senators, marking a significant advance for the legislation.

On the Polymarket prediction platform, the odds of the Clarity Act being adopted this year jumped by 11 points, rising from around 32% to 43%—a spectacular rebound after hitting an all-time low last week. These reports have not yet been officially confirmed, and no final legislative text has been published.

Patrick Witt Delays His Military Service to Steer the Bill

Another strong signal: Patrick Witt, the White House’s top crypto advisor and executive director of the Presidential Council for Digital Assets, announced that he is postponing his mandatory military training to remain in his post. This is the second time Witt, who serves in the Georgia Army National Guard, has deferred his training.

“Last week, it was reported that I was due to leave for mandatory training just before the Clarity Act reaches the Senate,” Witt explained on X. The Clarity Act faces a critical deadline: it must pass the Senate before the parliamentary recess on August 8.

At the same time, Harry Jung, the deputy director of the Presidential Council for Digital Assets, announced his upcoming departure. “These last two years have transformed America’s position on crypto,” he stated.

What the Clarity Act Would Change

The CLARITY Act aims to create the very first comprehensive federal regulatory framework for digital assets in the United States. To better understand its potential impact, consider the main pillars of the bill:

  • A clear distinction between digital commodities (such as Bitcoin) and securities, putting an end to the jurisdictional conflicts between the SEC and CFTC
  • Consumer protection rules added by Democratic lawmakers, ensuring greater safeguards for retail investors
  • A framework for the custody of private keys and the liability of trading platforms, clarifying responsibilities in case of hacks or mismanagement
  • Provisions for the issuance and trading of tokens and stablecoins, offering legal certainty to issuers and...
